Governance and management issues including, public and corporate governance, civil service and administrative reform, decentralization, institutional development, international development management, and comparative management; federalism; and politics of development.    (Fluent in Yoruba, English and French).

University of Ibadan, Nigeria (B. A. French); Obafemi Awolowo University, Ife, Nigeria (M.Phil. Public Administration); and University of Oxford, England (D.Phil. Politics).

Former Employment has included:

Professor of Management (on contract) at the Federal University of Technology, Akure (2005-2008); Specialist in Public Sector Management, The World Bank (1987-2004); Professor of Public Administration, Obafemi Awolowo University, Ile-Ife (1978-88); Visiting Professor, Department of Political Science, University of California, Los Angeles, USA, (1983); and Public Administration Officer, Division of Public Administration, United Nations Headquarters, New York, USA, (1975-1976). 

Former Posts held have included:

Lead Public Sector Management Specialist, The World Bank, 2000-2004; Dean, Faculty of Administration, and Head, Department of Public Administration – at Obafemi Awolowo University, 1979-81 and 1976-79 respectively.

Honours and Distinctions include

College Scholar at the University of Ibadan (1965-1968); Rockefeller Scholar at the University of Oxford (1969-72); Fulbright Scholar, Washington, D.C. and Los Angeles, U.S.A., November 1982 - June, 1983; Rockefeller Scholar in Residence, Bellagio Study Centre, Italy, September - October, 1983; Vice-President, International Association of Schools and Institutes of Administration (IASIA), 1980-86 and 1998-2004; Nigerian National Order of Merit (NNOM), 2005 - the “highest national prize for academic and intellectual attainment”.

Public Service (National and International)

National: Served between 1975 and 1986 on many Nigerian federal and state governments’ committees, councils and boards dealing with issues in the field of public affairs. 

International
:  Served between 1973 and 1986 and since 2004 as consultant to several pan-African and international bodies, notably the United Nations, the World Bank, the African Development Bank, the Commonwealth Secretariat, and Britain’s Department for International Development.

Publications

Books and monographs: over 25, including Sekou Toure’s Guinea, 1976; Politics and Administration in Nigeria, 1986; Public Administration in Africa (ed.), 1999; and Politics, Bureaucracy and Development (2006).   Journal articles and contributions to books: over 100 and the Journals include the International Review of Administrative Sciences (Brussels, Belgium); Quarterly Journal of Administration (Ife, Nigeria); and Publius. The Journal of Federalism (USA).  Other Writings: Over 35 commissioned/official papers, reports, and invited lectures; over 30 conference, seminar and workshop papers; and over 150 published short essays in magazines and newspapers.
